Arsene Wenger has bemoaned the lack of quality and creativity so far at Euro 2008 and the failure of teams to assert their physical side in games.
The Arsenal manager also claimed that players were tired from a busy season and unprepared after a long break from league games.
Meanwhile, the chairman of the Premier League, Sir David Richards, believes that foreign imports are harming the England team, it emerged last night.
His comments, which were made at a conference in Dubai at the end of May but have only just come to light, put him at odds with Premier League chief executive Richard Scudamore, who insists that England's failure to qualify for Euro 2008 was not related to the influx of foreign talent into the top flight.
"Does the Premier League hurt the national side? I think the answer to that has got to be yes," said Richards. "The availability for us to go out and buy the best stars is an easy thing."
In a statement, the Premier League said: "These comments do not represent the collective view of the Premier League."
